Following README.md, a fresh clone cannot bring up the local stack: make up fails because the systemd user units it drives are never installed.

Repro
On a fresh clone, after completing the documented steps up to and including make install-cli (README line 47):

$ make up
1c2...bbb
✓ Network caution-network created
caution-postgres-data
✓ Volume caution-postgres-data created
systemctl restart --user caution-postgres
Failed to restart caution-postgres.service: Unit caution-postgres.service not found.
make: *** [Makefile:459: postgres] Error 5

Fixed on main by 5ae9711f, associated with PR #466, which was merged through the CLI.

The README setup sequence now requires make setup before make up. Setup installs/refreshes the supplied systemd user units and reloads the user manager while preserving existing configuration.

Fresh make test-bootstrap passed all 15 offline tests, including unit installation and configuration preservation. These use isolated HOME and stubbed Docker/systemd/AWS commands, not a live first-install test. Closing the missing-unit-installation instructions bug.

Fixed on main by [5ae9711f](https://git.caution.co/public/platform/commit/5ae9711ffe363ebe7284d17470a537b24f4fdb32), associated with [PR #466](https://git.caution.co/public/platform/pulls/466), which was merged through the CLI. The [README setup sequence](https://git.caution.co/public/platform/src/commit/ef44178e11c2782df8e7c834bcfe742f120a8a5e/README.md#L31-L63) now requires `make setup` before `make up`.
