app deployments: M4 BYOC apps on the deployments lifecycle d1561031b1

Standalone instances in the linked account under the existing delegated IAM;
per-app AWS account for every operation; APP_DEPLOYMENTS_BYOC_ENABLED with
relink/push environment guards; BYOC mode of the lifecycle E2E.

tests: E2E fixes for BYOC runs 95eadc3f27

BYOC lifecycle E2E meter check ignores builder meters. Locked E2E targets
use flock -o, so a lingering ssh-agent no longer holds the E2E lock.

frontend: clearer app page for Legacy and deployments apps c36857c661

Legacy apps show their Deployment section (with the commit) directly; Settings groups its subsections.
Chevrons replace browser markers; CopyIconButton drops .copy-icon, whose invert filter hid every copy icon.

Rows lead with the commit subject (role, state, relative time); details open in a drawer.
History is always shown, one line per event, details on click.

Merge commit '3485f577cc' into merge/blue-green-main be0de9c99f

test: repair blue-green qualification checks b5ec04644e

Align managed DNS contracts with the typed deployment paths and execute
those contracts in the regular test target. Scope fake-Nitro systemd
fixtures and cleanup to test-owned units and probe manager capability.

Read complete, bounded HTTP headers in local fixtures and validate the
Locksmith attestation frame before closing the connection. Make Paddle
sandbox mutation tests explicitly opt-in, reject missing configuration
and non-sandbox origins, and disable redirects for the sandbox client.

Include the formatting and test-only lint repairs required by the
workspace gates without changing production runtime behavior.

Validation:
- make -j1 test: 1434 Rust tests and 71 Python tests passed
- cargo test --locked -p api -p cli http_fixture: 8 passed
- cargo test --locked -p metering paddle::tests:: (10 passed, 4 ignored)
- cargo clippy --locked -p api -p cli -p gateway -p metering -p enclave-builder --all-targets -- -D warnings
- cargo fmt --all -- --check
- git diff --check

Real Paddle provider acceptance and live deployment qualification are
not claimed for this repair commit.
